It's something that Osirion doesn't need to fear from past-Keltham modeled accurately, or other Osirion-like agencies accurately modeling other Keltham-like beings around Greater Reality.  That property and the knowledge of it will have been preserved when all this dust settles, that the Visitor from Dath Ilan never pretended to be anyone's friend after he stopped being their friend.

It's not surprising that in Cheliax everyone needs to fear betrayal from everyone; Cheliax isn't trying to preserve the possibility of honor, friendship, or warm feelings between anybody and anybody.
