...sounds a bit like people would rather not think about it. Sounds like thinking about Hell or any of the Evil afterlives would do so much damage to people that Osirion's government has decided it's an infohazard that does too much damage to be worth educating people about what happens to them, if they get drunk and make the wrong decisions.
It's its own answer, in a way; anything too awful to think about without getting damaged is definitely too awful to be allowed to exist.
