...somewhat suggestive of them wanting time to quickly reprint something?  Actually, though it's a bit post-doc, Keltham thinks he'd have guessed a priori something like a 30% chance that a real wizard library would have no unborrowed books on all cleric spells and... it's not quite fair to say 100% if they want to fool him, because they could choose other means of fooling him.  Call it 2.5:1.  You don't actually want to ignore your 2.5:1 likelihood ratios, they can logarithmically add up pretty quickly.
