Okay. There are at least some people hiding in the walls at all but they're - honestly this doesn't make Cheliax look at all bad, if it's true. Secret invisible observers sent by a Lawful Neutral god who averts giant messes are, like, how things would work if any part of Golarion were remotely functional. Which, given how functional this place isn't, does make the story a little suspect. "Security, does that match your understanding?"
