Both because it seems heretical to say He isn't and because there's a -discontinuity, right, it's not that entities get more powerful and then some of them are debatably gods and then some are more unambiguously gods, either you're a god or you aren't, and it feels intuitively right, that that would be because gods have access to an entire form of valid reasoning mortals don't.
