My Civilization has a concept of - being extremely predictable about rewarding people who did the right thing when it mattered, in proportion to the scale of how much it mattered, even if it all has to be arranged afterwards? If I do the right thing from Civilization's perspective, I'll be a billionaire equivalent, and that frees me up to just worry about what is the right thing."
